RELATING TO YOUTH PENALTIES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act.  Encourages the use of community service and other programs that employ aina-based principles.  Repeals certain penalties imposed on parents, guardians, or other persons associated with unaccompanied children in streets and unmarried minors in dance halls.  Effective 7/1/3000.  (HD1)

RELATING TO MEDICAID.

Requires the Department of Human Services to allow a full earned income disregard for individuals with disabilities who are between the ages of sixteen and sixty-four years when determining eligibility for Medicaid.  Takes effect upon approval by the Centers for Medicare and Medicaid Services.  Effective 7/1/3000.  (HD1)

Requires and appropriates funds for the State Health Planning and Development Agency to develop and publish a state plan on hearing loss.  Effective 7/1/3000.  (HD1)

Establishes the Maternal Health Monitoring Pilot Program within the Department of Health to offer eligible participants improved maternal health care through remote patient monitoring for maternal hypertension and maternal diabetes.  Appropriates funds for the pilot program.  Effective 7/1/3000.  (HD1)

Amends the Emergency Medical Services Special Fund by authorizing the deposit of revenues from billable emergency medical services.  Amends the composition, allowable uses, and establishes a cap on the special fund.  Effective 7/1/3000.  (HD1)

RELATING TO TAXATION.

Establishes a family caregiver tax credit for nonpaid family caregivers.  Requires the Department of Taxation to submit annual reports to the Legislature.  Appropriates funds.  Applies to taxable years beginning after 12/31/2026.  Effective 7/1/3000.  (HD2)

RELATING TO HEALTH.

Establishes within the Department of Health a one-year KupunAloha pilot program to provide in-home health care and support services to eligible participants who do not otherwise qualify for government assistance for these services.  Appropriates funds for the program.  Pilot program sunsets 6/30/27.  Effective 7/1/3000.  (HD1)
