RELATING TO EMERGENCY RESPONSE. Authorizes emergency medical technicians in the State to administer buprenorphine after the administration of an opioid antagonist during an opioid-related drug overdose response. Requires the Department of Health to adopt rules that incorporate standard protocols associated with opioid-related drug overdoses and buprenorphine administration, allocate resources for EMT training, and coordinate with emergency medical services providers in the State regarding the administration of buprenorphine. Effective 7/1/3000. (HD1)

RELATING TO AN INTENSIVE MOBILE TEAM PILOT PROGRAM FOR HOUSELESS INDIVIDUALS SUFFERING FROM SERIOUS BRAIN DISORDERS. Establishes and appropriates funds for a pilot program in the Department of Health to provide intensive mobile treatment-type services to chronically houseless individuals suffering from serious brain disorders like schizophrenia and schizoaffective disorder. Effective 7/1/3000. (HD1)

RELATING TO YOUTH MENTAL HEALTH. Establishes and appropriates funds for a one-year Digital Youth Mental Health Platform Pilot Project that will enable the Child and Adolescent Mental Health Division of the Department of Health to develop and make publicly available a digital platform designed to help young people address and manage mental health challenges. Requires a report to the Legislature. Effective 7/1/3000. (HD1)

RELATING TO CHILD CUSTODY. Allows licensed mental health counselors to be appointed as child custody evaluators. Effective 7/1/3000. (HD1)

RELATING TO VETERANS. Repeals the specific deadline by which the Maui State Veterans Home must be assimilated into a state agency having a Maui affiliation. Requires the transfer of the Maui State Veterans Home to be completed as soon as practicable. Effective 7/1/3000. (HD1)
