RELATING TO TAXATION.

Creates an alternative water source income tax credit for taxpayers who install, place in service, or repair a water catchment system or who purchase water delivery services.

      Status & Testimony

RELATING TO THE GENERAL EXCISE TAX.

Expands the general excise tax exemption established by Act 47, Session Laws of Hawaii 2024, to include amounts received by optometrists, audiologists, and chiropractors, for healthcare-related goods or services purchased under the Medicare, Medicaid, and TRICARE programs.

RELATING TO HUMAN SERVICES.

Appropriates funds to increase the funding for Medicaid in-home services, conditioned on the Department of Human Services obtaining the maximum federal matching funds.

RELATING TO MEDICAID.

Directs the Department of Human Services to adopt rules to expand Medicaid eligibility to all children in the State from birth to age 5 years without regard to household income.  Appropriates moneys.

RELATING TO THE DEPARTMENT OF HEALTH.

Appropriates funds to the Department of Health to establish and operate a free statewide mental health warm line to provide mental health support in non-emergency situations.

RELATING TO ELDER CRIME VICTIMS.

Removes state of mind requirement pertaining to a victim's age for felony assaults aggravated by the victim's age.  Raises the threshold age from 60 years of age or older to 65 years of age or older.

RELATING TO CRIMES AGAINST SENIORS.

Removes the requirement that a perpetrator of certain crimes knows or reasonably should know that the victim is a person sixty years of age or older.

RELATING TO CRIMES AGAINST ELDERS.

Establishes strict liability for crimes against elders with respect to the attendant circumstance that the victim was sixty years of age or older.  Effective 7/1/3000.  (HD2)

SB 277

      Status & Testimony

RELATING TO SEXUAL OFFENSES AGAINST MINORS.

Increases the penalty for promoting minor-produced sexual images to a felony if the person is more than 3 years older than the minor.  Extends the probationary term for felony obscenity offenses.  Tolls the statute of limitations for obscenity offenses during a victim's minority.  Requires sex offender registration for felony obscenity offenses involving minors.

SB 595

      Status & Testimony

RELATING TO POWERS OF ATTORNEY.

Establishes additional requirements to revoke or make changes relating to agents under powers of attorney of principals diagnosed with cognitive deficits.  Requires submittals to the Adult Protective and Community Service Branch of the Department of Human Services.  Requires the Branch to issue a notice of receipt to the principal and any person initiating the change.  Establishes a mandatory waiting period before any proposed change takes effect.  Establishes an expedited process for a court order granting an emergency change to a power of attorney.
