Makes an emergency appropriation for fiscal year 2025–2026 to the University of Hawaii to expand and sustain the Maui Wildfire Exposure Study and Maui Health Registry.

RELATING TO THE HAWAII NATIONAL GUARD STATE TUITION ASSISTANCE PROGRAM.

Authorizes the Adjutant General to expand the Hawaii National Guard State Tuition Assistance Program to include graduate degrees at the University of Hawaii for qualified personnel in the Hawaii National Guard.  Effective 1/1/3000.  (HD1)

RELATING TO PERMITTING.

Implements certain recommendations of the SPEED Task Force.  Requires the Department of Business, Economic Development, and Tourism to develop a permitting workforce pipeline in partnership with the University of Hawaii and community colleges and coordinate with state and county permitting agencies on certain tasks related to classification levels, salary and benefits, hiring, and responsibilities of employees.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO INVASIVE SPECIES.

Appropriates funds to the University of Hawaii to conduct a study on effective treatment methods to reduce populations of the Queensland Longhorn Beetle.  Effective 7/1/3000.  (HD1)

RELATING TO THE WORKFORCE PELL GRANT PROGRAM.

Establishes a statewide framework for the implementation of the federal Workforce Pell Grant Program to provide financial aid for certain short-term workforce education and training programs.  Establishes a Workforce Pell Grant Program Approval Committee within the Workforce Development Council.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
