The purpose of this informational briefing is to provide House members with an overview of the University of Hawaiʻi System Structure Study conducted by the National Center for Higher Education Management Systems (NCHEMS) and presented to the University of Hawaiʻi Board of Regents in August 2025.

 

Dr. Brian Prescott, President of NCHEMS, will join remotely to summarize key system-level findings related to enrollment and demographic trends, governance and organizational structure, financial sustainability, and student access, as well as illustrative policy and governance options observed in other states.

 

Following questions from the committee, the University of Hawaii administration will be invited to share their perspectives on the NCHEMS report. 

 

The presentation is intended to be informational only and is not associated with any specific legislative proposal. As this is an informational briefing, no public testimony will be accepted.
