RELATING TO CAMPAIGN CONTRIBUTIONS.

Requires disclosure of the names of compensated officers, and their immediate family members, of state contractors with contracts exceeding the small purchase threshold established under the Hawaii Public Procurement Code and grantees with grants exceeding $250,000.  Prohibits the compensated officers of state contractors, and their immediate family members, from making, promising, or soliciting certain campaign contributions for the duration of the contract exceeding the small purchase threshold.  Prohibits state grantees, including compensated officers and their immediate family members, from making, promising, or soliciting certain contributions for the duration of the grant exceeding $250,000.  Requires unlawful contributions to be returned to the contributor or escheat to the Hawaii Election Campaign Fund.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO AGRICULTURE.

Authorizes a contract for the purchase of local produce having a value of more than $25,000 to be for a term of at least five years, under certain conditions.  Effective 7/1/3000.  (HD1)

RELATING TO PROCUREMENT.

Authorizes the head of a procurement agency to award a contract to a bidder who is not the lowest responsible and responsive bidder, for procurements conducted by competitive sealed bidding, if the head of the procuring agency determines that the award is most beneficial to taxpayers or otherwise in the best interests of the State.  Effective 7/1/3000.  (HD1)

RELATING TO PUBLIC NOTICE.

Allows government agencies to satisfy public notice requirements by posting notices on official state or county websites, while retaining publication as an option.  Effective 7/1/3000.  (HD2)

RELATING TO VOTER REGISTRATION.

Authorizes state agencies to implement automatic voter registration if designated by the Office of Elections.  Requires eligible applicants for instruction permits, provisional licenses, driver's licenses, and identification cards to be automatically registered or preregistered to vote unless the applicant opts out.  Effective 7/1/3000.  (HD2)

RELATING TO A REGULAR SESSION REVIEW WORKING GROUP.

Establishes a Regular Session Review Working Group to determine the essential timing and effective framework for a lengthened legislative calendar for election and non-election years.  Requires a report to the Legislature.  Requires report finalization and drafting assistance from the Legislative Reference Bureau.  Appropriates funds.  Effective 10/18/3000.  (HD1)

While submitting your written testimony, you will be prompted to indicate if you would also like to testify at the hearing in-person or remotely via videoconference.

·         The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.

·         Testifiers for this hearing will be limited to 2 minutes each.
