SB 2064

      Status & Testimony

RELATING TO STATE CONSTRUCTION PROJECTS.

Establishes within the Department of Accounting and General Services the Office of the State Architect, directed by a State Architect appointed by the Governor.  Requires the State Architect to organize, manage, and oversee the design review of all state construction projects and issue design approvals for traditional design-bid-build state construction projects.  Requires an annual report to the Governor and Legislature.  Authorizes the Department of Accounting and General Services to oversee design review services for state construction projects and issue certain design approvals through the State Architect.  Appropriates moneys.  Effective 7/1/2050.

SB 2662

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires each purchasing agency to provide justification for hiring external consultants.  Caps the amount each agency can spend on external consultants.  Requires each agency to seek approval from the Legislature for consulting contracts exceeding a certain dollar amount.  Requires each agency to disclose new contracts with external consultants.  Requires annual reports to the Legislature.  Requires the Compliance Audit Unit within the Office of the Auditor to conduct regular audits of agency consultant contracts to assess cost-effectiveness and compliance.  Establishes exceptions.  Requires each chief procurement officer to ensure that inherent government functions are not delegated to a contractor.

SB 2862

RELATING TO GUBERNATORIAL APPOINTMENTS.

Requires any person appointed by the Governor to serve in the Executive Branch in a position that is not subject to the civil service law to obtain the advice and consent of the Senate if that person's salary is greater than $160,000 and is not paid from the budget of the Office of the Governor.  Requires persons currently serving in positions made subject to the advice and consent of the Senate by this Act to obtain the advice and consent of the Senate during the Regular Session of 2027.

SB 2343

RELATING TO THE LEGISLATURE.

Requires the Legislative Reference Bureau, in collaboration with the Department of Budget and Finance, to conduct a study on the costs, savings, and potential productivity changes of transitioning to a continuous legislative calendar.  Requires a report to the Legislature.  Appropriates funds.

SB 2075

      Status & Testimony

RELATING TO PUBLIC PROCUREMENT.

Requires purchasing agencies to apply a local preference to Hawaii businesses in evaluating bids or proposals.  Establishes criteria for a Hawaii business to qualify for a local preference.  Establishes tiered local preference percentages to be applied based on bid price.  Establishes procedures for contract awardees who fail to meet or maintain the preference criteria.

SB 2781

RELATING TO LEI.

Requires and establishes benchmarks for each state executive agency to ensure that a certain percentage of lei purchased by that executive agency consists of lei made entirely of natural objects and plant materials grown, harvested, and assembled in the State.  Establishes labeling requirements for lei and lei materials.

Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation score, except the summary of scores, to a non-selected offeror until after any protest is resolved and the contract is executed.

RELATING TO PROCUREMENT.

RELATING TO PERSONAL INFORMATION.

Requires every government agency that maintains, uses, collects or processes the home address of a covered public servant or candidate, to ensure that their home address is not publicly accessible.  Requires every government agency to redact or otherwise remove home addresses from certain websites, databases, and printed documents or publications.  Authorizes an individual to request disclosure of the home address, under certain circumstances.  Allows a covered public servant or candidate to object to the disclosure of their home address.

Allows government agencies to satisfy public notice requirements by posting notices on official state or county websites, while retaining publication as an option.

RELATING TO SEARCH AND RESCUE.

Establishes the Office of the State Search and Rescue Coordinator within the Office of the Governor.  Provides for the authority and duties of the State Search and Rescue Coordinator.  Designates participating agencies and their duties with regard to state search and rescue operations and training.  Establishes the Search and Rescue Special Fund.  Requires reports to the Legislature.  Appropriates funds.

SB 3230

      Status & Testimony

RELATING TO PROCUREMENT.

Prohibits all governmental bodies and public employees from procuring services for project management through non‑governmental third-party contracts, except for certain procurements of independent verification and validation contracts for information technology services.  Requires every budget transfer to receive prior written certification from an appropriate fiscal officer as to the effect the budget transfer will have on the total project budget or the total contract budget.  Appropriates moneys to establish a Special Project Branch within the Public Works Division of the Department of Accounting and General Services, including 3.0 full-time equivalent permanent positions, to provide specialized expertise and staff resources that support the Division's implementation of certain complex, high-profile capital improvement program projects using innovative, non‑traditional delivery methods.

Requires the forfeiture of cash or protest bond in an administrative proceeding for review of procurement-related disputes if the initiating party does not prevail.

RELATING TO STATE-FUNDED TRAVEL.

Establishes a two-year state-funded travel moratorium for certain state agencies, with certain exceptions.  Permits the Department of Accounting and General Services to adopt rules.  Requires reports to the Legislature.  Sunsets 6/30/2028.

      Status & Testimony

RELATING TO A REGULAR SESSION REVIEW WORKING GROUP.

Establishes a Regular Session Review Working Group to determine the essential timing and effective framework for a lengthened legislative calendar for election and non-election years.  Requires a report to the Legislature.  Requires report finalization and drafting assistance from the Legislative Reference Bureau.  Appropriates moneys.
