RELATING TO NATURAL RESOURCES.

Establishes the offense of criminal destruction of a tree on state or county property, punishable as a misdemeanor.

SB 2930

      Status & Testimony

RELATING TO THE STATE RISK MANAGEMENT REVOLVING FUND.

Increases the expenditure ceiling and appropriates funds out of the State Risk Management Revolving Fund established by section 41D-4, HRS, to enable the Department of Accounting and General Services, State Risk Management and Insurance Administration to transfer and distribute property and liability insurance proceeds related to the 2023 Maui wildfires to applicable accounts.  Requires DAGS to submit a master coordinated project spreadsheet to the Legislature in collaboration with certain state agencies, the County of Maui, and other relevant entities.

      Status & Testimony

RELATING TO PROCUREMENT.

Establishes the Small Business Procurement Program and Small Business Procurement Coordinator position permanently in the State Procurement Office.  Repeals the Small Business Assistance Initiative established in Act 168, Session Laws of Hawaii 2022.  Appropriates funds.

RELATING TO PROCUREMENT.

Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation score, except the summary of scores, to a non-selected offeror until after any protest is resolved and the contract is executed.

      Status & Testimony

RELATING TO PROCUREMENT.

Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation score, except the summary of scores, during a debriefing requested by a non-selected offeror.  Authorizes the disclosure of a competing offeror's proposal or evaluation score after a protest is resolved and the contract is executed.

RELATING TO STANDARDS OF CONDUCT.

Prohibits a state agency from entering into any contract to procure or dispose of goods or services, or for construction, with any business that is owned or operated, or in which a controlling interest is held, by a relative or household member of a director or deputy director of a principal state department.

RELATING TO PERSONAL INFORMATION.

Requires every government agency that maintains, uses, collects or processes the home address of a covered public servant or candidate, to ensure that their home address is not publicly accessible.  Requires every government agency to redact or otherwise remove home addresses from certain websites, databases, and printed documents or publications.  Authorizes an individual to request disclosure of the home address, under certain circumstances.  Allows a covered public servant or candidate to object to the disclosure of their home address.

RELATING TO PUBLIC NOTICE.

Allows government agencies to satisfy public notice requirements by posting notices on official state or county websites, while retaining publication as an option.

RELATING TO SEARCH AND RESCUE.

Establishes the Office of the State Search and Rescue Coordinator within the Office of the Governor.  Provides for the authority and duties of the State Search and Rescue Coordinator.  Designates participating agencies and their duties with regard to state search and rescue operations and training.  Establishes the Search and Rescue Special Fund.  Requires reports to the Legislature.  Appropriates funds.
