Beginning 1/1/2027, requires all health insurers, mutual benefit societies, and health maintenance organizations in the State, including Medicaid managed care programs, to cover the cost of continuous glucose monitors and related supplies under certain conditions.  Allows the Departments of Health and Human Services to accept and expend funds from public and private sources to support the expansion of access to continuous glucose monitors.  Effective 7/1/3000.  (HD2)

Requires a county with a population of no greater than three hundred thousand, in collaboration with the Hawaii Community Development Authority, to establish a Summer Streets Pilot Program that closes vehicular traffic and repurposes roads for pedestrian and cyclist use, outdoor events, and other community-driven activities.  Requires the Hawaii Community Authority to select the county for the pilot program.  Authorizes the county to consult with the Department of Health.  Requires the county to submit an initial proposal to the Hawaii Community Development Authority.  Requires a report to the Legislature.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO INSURANCE.

Requires homeowners insurance policies to permit an insured who sustains a total loss from a peril for which a state of emergency was declared to (1) apply additional living expenses benefits toward the lease of a housing unit to serve as the insured's temporary primary residence; (2) pay an advance of at least four months of additional living expenses benefits; and (3) provide additional living expenses benefits for a minimum of twenty-four months, subject to policy limits.  Provides for extensions of additional living expenses benefits under certain conditions.  Effective 7/1/2050.  (HD1)

Requires DOH to submit a reorganization plan to the Legislature to consolidate the Statewide Office on Homelessness and Housing Solutions with the Homeless Programs Office under a single centralized entity.  Specifies the contents of the reorganization plan and the dates by which the draft and final plan and timeline for reorganization must be submitted to the Legislature.  Requires the consolidated entity to submit annual reports to the Legislature.  Appropriate funds.  Authorizes the issuance of general obligation bonds for the Kauhale Initiative and related capital improvement projects.  Effective 7/1/3000.  (HD1)

Requires the Office of Wellness and Resilience, in consultation with the Department of Human Services, to develop a comprehensive plan by 6/30/2027 for the establishment of a Kakou Pilot Program to support families and children in need.  Requires the Office to submit preliminary and final reports to the Legislature on the plan and identify an administering agency or agencies for the pilot program.  Authorizes the administering agency or agencies to expend Temporary Assistance for Needy Families program funds for the purposes of the Kakou Pilot Program.  Effective 7/1/3000.  (HD1)

RELATING TO INCOME TAX.

PART I:  Repeals certain future adjustments to income tax brackets.  Changes income tax rates.  Amends the child and dependent care tax credit by:  (1) Changing the applicable percentage of the employment-related expenses for which the credit may be claimed to an unspecified percentage; (2) Providing for a disallowance period when there is a final administrative or judicial decision finding that the claim was due to fraud or disallowing the credit; and (3) Defining "adjusted gross income".  Extends the repeal date for amendments made by Act 163, SLH 2023 to the child and dependent care tax credit, earned income tax credit, and food/excise tax credit to an unspecified date.  PART II:  Beginning 1/1/2029, repeals the following tax credits:  Renewable Energy Technologies Income Tax Credit, Capital Goods Excise Tax Credit, High Technology Business Investment Tax Credit, Renewable Fuels Production Tax Credit, Technology Infrastructure Renovation Tax Credit, Ship Repair Industry Tax Credit, and Tax Credit for Research Activities.  Effective 7/1/2050.  (SD1)

Requires the Hawaii Emergency Management Agency to develop and implement a statewide public education and communications program to promote household emergency preparedness consistent with the Agency's 14-day essential supplies recommendation.  Requires the Governor or mayor of a county to provide an American Sign Language interpreter during each official live broadcast during a state of emergency.  Requires the Governor or mayor of a county to ensure, to the fullest extent possible, that the American Sign Language interpreter's face, body, arms, and hands are visible during the broadcast.  Requires the Governor or mayor of a county to provide a primary pool feed that includes the American Sign Language interpreter in a picture‑in‑picture window.  Requires reports to the Legislature prior to the Regular Sessions of 2027, 2028, 2029, and 2030.  Appropriates funds.  Effective 7/1/3000.  (HD1)

Authorizes the Department of Transportation to evaluate an intersection for the installation of a leading pedestrian interval and accessible pedestrian signal upon the first placement or replacement of a state-owned pedestrian signal head.  Requires and authorizes the Department of Transportation to evaluate a certain number of existing intersections with pedestrian signal heads on an annual basis until each intersection with a pedestrian signal head showing a pedestrian crash within the last 5 years has been evaluated.  Ensures that accessible pedestrian signals are installed at intersections where leading pedestrian intervals are already installed.  Requires that additional safety improvements are implemented as necessary where leading pedestrian intervals and accessible pedestrian signals are installed.  Requires the Department of Transportation, in coordination with the counties, to develop a program that allows pedestrians and community members to request the installation of accessible pedestrian signals at specific intersections.  Appropriates funds from the state highway fund.  Effective 7/1/3000.  (HD1)

Changes from a misdemeanor to a class C felony the penalty for possessing, controlling, or transferring ownership of any firearm or ammunition by a person who is restrained by court order from contacting, threatening, or physically abusing any person.  Changes from a misdemeanor to a class B felony the penalty for carrying a firearm while under the influence of a controlled substance.  Establishes unlawful possession of methamphetamine while carrying a firearm as a class B felony.  Effective 7/1/3000.  (HD1)

RELATING TO WRONGFUL IMPRISONMENT.

Establishes the procedure that a circuit court shall follow upon the reversal or vacation of a person's judgment of conviction on grounds consistent with innocence, and where the charges were dismissed.  Requires the State to pay, through a warrant for payment issued by the Comptroller, advance compensation to any petitioner who was convicted in a court of the State, imprisoned for at least one year, and whose judgment of conviction was reversed or vacated, or was pardoned, on grounds consistent with innocence.  Requires the Department of Corrections and Rehabilitation to immediately notify the Department of Human Services so the Department of Human Services may assign a case manager to a petitioner upon the petitioner's release.  Requires the State to provide medical coverage to a person for a certain duration upon the reversal or vacation of the person's judgment of conviction on grounds consistent with innocence and where the charges were dismissed.  Provides that the Judiciary and Department of Corrections and Rehabilitation shall retain jurisdiction over the person for the purposes of effectuating this process.  Authorizes the State to seek reimbursement from the applicable county for any losses incurred by the State pursuant to this process.  Requires the Department of the Attorney General to submit an annual report to the Legislature.  Clarifies eligibility to seek compensation for persons whose judgment of conviction was reversed or vacated, or who were pardoned, on grounds consistent with innocence, and where the charges were dismissed.  Shifts the burden of proof to the State to prove by a preponderance of evidence that the reversal or vacation of the judgment of conviction for a petitioner, or the pardoning of the petitioner, was inconsistent with innocence.  Effective 7/1/3000.  (HD2)
