RELATING TO ELECTRIC VEHICLE INFRASTRUCTURE. Excludes from the definition of "development", as it applies to special management areas, the installation, maintenance, repair, and replacement of an electric vehicle charging system. Includes the Public Utilities Commission in the development and implementation of plans to meet the long-term goals for zero-emissions transportation in the State. Effective 7/1/3000. (HD2)

RELATING TO RAINWATER CATCHMENT SYSTEMS. Requires the counties to allow for the installation and operation of rainwater catchment systems for potable and non-potable uses on all properties. Requires the counties to regulate and enforce standards for the use of rainwater catchment systems. Effective 7/1/3000. (HD1)

RELATING TO THE LAND USE COMMISSION. Except for Important Agricultural Lands, requires the Land Use Commission to reclassify lands that are designated for urban growth under a county general plan or county development plan as being in the urban district at the request of the county, subject to certain conditions. Effective 7/1/3000. (HD2)

RELATING TO RESIDENTIAL REAL PROPERTY. Establishes penalties, including fines and liens, for an owner of residential real property's failure to remediate zoning violations. Requires, under certain conditions, county planning or permitting agencies to record the notice of violation as a lien on the property with the Bureau of Conveyances. Requires referral to the applicable county corporation counsel for foreclosure if the owner fails to satisfy certain conditions. Effective 7/1/3000. (HD2)

RELATING TO LAND USE. Between 7/1/2026 and 12/31/2028, authorizes each county planning agency to petition the Land Use Commission for a district boundary amendment to reclassify certain lands within the agricultural district to the rural district through the district boundary amendment process. Repeals 12/31/2028. Effective 7/1/3000. (HD2)
