Status

RELATING TO ELECTRIC ENERGY.

Requires all electric utilities, other than electric cooperatives, to provide transparent customer bill impact analyses that are accessible to the public in an electronic format reasonably usable by ratepayers.  Establishes requirements for bill impact analyses.  Requires electric utilities to submit annual reports to the Public Utilities Commission.  Effective 7/1/2050.  (SD2)

Status

RELATING TO RENEWABLE ENERGY.

Prohibits individually or jointly filing taxpayers with an adjusted gross income of $250,000 or greater from claiming the renewable energy technologies income tax credit for certain solar energy systems installed and placed in service on a single-family residential property, with certain exemptions.  Increases the adjusted gross income requirements for an individual taxpayer to elect to have any excess credits refunded.  Applies to taxable years beginning after 12/31/26.  Effective 4/19/2042.  (SD2)

Status

RELATING TO CONSUMER PROTECTION.

Requires any person or entity selling a residential solar energy device to comply with consumer protection laws.  Prohibits the sale of a residential solar energy device without a contractor's license or contractual affiliation with a licensed contractor.  Requires a standardized disclosure form to be developed by the Department of Commerce and Consumer Affairs for use in all residential solar proposals and contracts.  (SD2)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Clarifies that, for electric utilities, "performance-based incentives" include revenue adjustment mechanisms, cost control mechanisms, rewards for superior performance, and penalties for subpar performance.  Confirms that the Public Utilities Commission may adopt alternative ratemaking procedures to establish electric utility rates and performance-based incentives.  Requires the Commission to apply a presumption in favor of considering historical cost trends and external indices that reflect incentives to control costs if the Commission resets an electric utility's allowed revenues based on consideration of the utility's costs.  Effective 7/1/2050.  (SD1)

RELATING TO LEAD MATERIALS IN WATER INFRASTRUCTURE.

Amends prohibitions on the use of lead materials in drinking water distribution to align with the Safe Drinking Water Act and related Code of Federal Regulations.

Status

RELATING TO SOLID WASTE MANAGEMENT.

Establishes a temporary Solid Waste Management Working Group in the Office of the Governor to examine materials management policies and programs that reduce solid waste and protect the environment, and to present a list of alternative technologies to address solid waste management.  Requires a report to the Legislature.  Repeals 6/30/2027.  Effective 7/1/2050.  (SD1)

Status

RELATING TO ORGANIC WASTE.

Establishes statewide goals for solid waste reduction and organic waste diversion.  Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks.  Appropriates funds.  Effective 7/1/2050.  (SD1)

Status

RELATING TO INDEPENDENT AUDITS OF DEPOSIT BEVERAGE DISTRIBUTORS.

Limits the independent audit requirement under the State's Deposit Beverage Container Program to deposit beverage distributors who distribute 5,000,000 or more deposit beverage containers a year.  Identifies frequency of obtaining and submitting independent audits based on quantities of deposit beverage containers imported, manufactured, or distributed. Creates minimum requirements for independent audits.  Effective 1/30/2050.  (SD1)

RELATING TO CONSERVATION ENFORCEMENT.

Appropriates funds for the purchase of equipment for the Hawaii Island Branch of the Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources.

Status

RELATING TO THE RENEWABLE FUELS PRODUCTION TAX CREDIT.

Clarifies that the Renewable Fuels Production Tax Credit shall only be claimed by taxpayers for which qualified renewable fuels production costs are incurred within the State and sold for distribution within the State.  Allows taxpayers to be eligible for a separate 10-year credit period for each separate qualified renewable fuels production that independently meets eligibility requirements.  Extends the time frame for taxpayers to file certain statements with the Hawaii State Energy Office.  Applies to taxable years beginning after 12/31/2026.  Effective 4/19/2042.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
