RELATING TO COOPERATIVES. Establishes a Cooperative Development Program within the Department of Business, Economic Development, and Tourism to award grants to support the establishment of new cooperatives in the State. Requires the Department to adopt rules. Requires annual reports to the Legislature. Appropriates funds. Sunsets 6/30/2031.

RELATING TO TRANSPORTATION. Requires the Department of Transportation to assess a per passenger head fee against cruise ships docking in the State's commercial harbors. Establishes the Cruise Ship Special Fund. Repeals existing law imposing the Transient Accommodations Tax on cruise ships, effective retroactive to 1/1/2026.

RELATING TO A BLUE ECONOMY. Establishes the Blue Economy Working Group to study how to develop and support marine-based economic activities that align with the State's decarbonization and restorative food production goals. Requires a report to the Legislature.
