RELATING TO REGISTRATION OF TIME SHARES. Provides that applications for registration renewal required by section 514E-10, Hawaii Revised Statutes, shall be deemed approved upon delivery. Provides that any amendment to a required time share plan registration shall be deemed approved by operation of law on the forty-fifth day after the amendment is submitted to the Director of Commerce and Consumer Affairs, unless the Director issues a deficiency letter within that period. Effective 1/1/2027.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION. Authorizes the Agribusiness Development Corporation to acquire by condemnation any real property or interest in real property, under certain conditions. Prohibits any real property acquired by the Corporation by condemnation from subsequently being transferred or taken for any other public use without the Corporation's consent.

RELATING TO THE NORTH KOHALA KYNNERSLY EAST SITE LAND PARCEL. Authorizes the issuance of general obligation bonds for the Agribusiness Development Corporation to purchase the North Kohala Kynnersly East Site Land Parcel for agricultural development.

RELATING TO BUSINESS COMPETITIVENESS. Establishes a goal for the State to achieve a ranking among the top 10 states in the nation for business competitiveness by 2045. Establishes a ranking metric and interim goals. Requires the Department of Business, Economic Development, and Tourism to establish a working group to develop and recommend policies that improve Hawaii's business competitiveness. Requires annual reports to Legislature. Appropriates moneys.

RELATING TO STATE ENTERPRISE ZONES. Amends the definition of "eligible business activity" for Enterprise Zone Program purposes to include retail sales of tangible personal property manufactured and sold in the enterprise zone that is to be used or consumed by the purchaser and not for resale, the processing of value-added agricultural products grown within an enterprise zone, and the provision of professional services by health care professionals in health-care related sectors. Extends the eligibility period of the state business tax credit and general excise tax exemption for qualified businesses within state Enterprise Zones from 7 years to 9 years. Extends the eligibility period of the general excise tax exemption for qualified businesses within state Enterprise Zones engaged in the manufacturing of tangible personal property or the producing or processing of agricultural products from 10 years to 12 years. Makes the extension of the state business tax credit eligibility period applicable to taxable years beginning after 12/31/2026. Makes the extension of the general excise tax exemption eligibility period take effect on 1/1/2028.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Expands the allowable uses of Hawaii Technology Development Corporation grant funds to include providing grants to applicants for qualifying federal research and development awards and matching funds for recipients of those awards and related contracts.
