RELATING TO LAND USE. Permits film production on certain lands zoned for agricultural use under certain conditions, including obtaining land use special permits. Establishes the Agricultural Film Production Land Use Oversight Committee within the Creative Industries Division of the Department of Business, Economic Development, and Tourism to establish film permit application requirements and processes, facilitate the issuance of special permits for film production on agricultural zoned parcels, and advise and make recommendations relating to the regulation of film productions on agricultural zoned lands. Requires the Department of Business, Economic Development, and Tourism to adopt rules. Includes temporary filming activities as a permissible conditional accessory use of lands within the agricultural district. Includes film production on agricultural zone parcels as a permitted use of land within the agricultural district under special permits.

RELATING TO THE HAWAII FILM STUDIO. Provides an exemption to dispositions of lands set aside for film studio and film studio operation from prior approval of the Board of Land and Natural Resources pursuant to section 171-11, Hawaii Revised Statutes, thus streamlining the Department of Business, Economic Development, and Tourism's use of the Hawaii film studio for filming activity and other film-related business in order to more efficiently develop Hawaii's film, media, and creative industries.

RELATING TO COASTAL RESILIENCE. Establishes a five-year Coastal Resilience Pilot Program within the Department of Business, Economic Development, and Tourism for the preservation of Mantokuji Bay. Exempts the Pilot Program from certain regulatory requirements. Requires the State Historic Preservation Division to conduct a streamlined historic preservation review. Requires annual reports to the Legislature. Sunsets 6/30/2031.

RELATING TO THE BANYAN DRIVE COMMUNITY DEVELOPMENT DISTRICT. Establishes the Banyan Drive Community Development District and the Banyan Drive Community Development District Special Fund. Specifies the powers and duties of the Hawaii Community Development Authority as it relates to the new development district.

RELATING TO DEVELOPMENT. Redesignates the Stadium Development District as the Halawa Community Development District. Amends the composition of the Hawaii Community Development Authority for purposes of the Halawa Community Development District. Amends the duties and powers of the Hawaii Community Development Authority and Stadium Authority as they relate to activities within the Halawa Community Development District. Clarifies the Hawaii Community Development Authority's permitting and consultation powers regarding public projects within community development districts. Establishes the Halawa community development district special fund. Appropriates moneys.

RELATING TO THE STADIUM DEVELOPMENT DISTRICT. Appropriates moneys from the stadium development special fund for the planning, design, and development of the stadium development district by the Hawaii Community Development Authority, contingent upon the Stadium Authority submitting a report that includes various documentation types, statuses, reports, plans, and agreements regarding the new stadium project.
