Requires the School Facilities Authority to establish a school modernization initiative through a capital improvement project planning database for school facilities statewide.  Appropriates funds.  (SD1)

Requires the Department of Education to establish a one-year Student-Authored Book Publication Pilot Program for fifth graders at Kalihi public elementary schools to be integrated into existing curricula.  Requires a report to the legislature.  Appropriates funds.  (SD1)

RELATING TO DEPARTMENT OF EDUCATION PROCUREMENT.

Exempts from the Hawaii Public Procurement Code procurements by the Department of Education of any amount of local edible produce and packaged food products that do not cost more than 5% of non-local alternatives.  (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Establishes the Board of Education Internal Audit Office to conduct program and fiscal evaluations of the Department of Education's key strategic initiatives to identify program improvements and provide other benefits and review external audits.  Requires the Board of Education to establish a standing committee with a scope that includes audit-related responsibilities.  Prohibits the Department of Education from expending FY 2026-2027 appropriated funds for certain auditor, evaluation specialist, and related positions and expenses.  Appropriates funds.  (SD1)

Status

RELATING TO EDUCATION.

Establishes a cap on the total number of superintendent-level positions within the Department of Education.  Defines "superintendent-level position".  Requires the Board of Education to conduct a written performance evaluation of each complex area superintendent every 2 years.  Appropriates moneys for 2 Deputy Superintendent positions within the Office of the Superintendent.  Effective 7/1/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
