RELATING TO CHARTER SCHOOL FACILITIES. Authorizes the School Facilities Authority to use public-private partnerships for the development of public school facilities, including facilities at public charter schools. Requires the School Facilities Authority to establish a pilot program to develop three new public schools in areas based on demonstrated need through public-private partnerships. Requires reports to the Legislature. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO EDUCATION. Requires the Department of Education to submit annual reports to the Legislature outlining certain information concerning capital improvement projects and facilities. Requires the reports to be posted on DOE's website annually in a searchable format. Provides that any CIP funds encumbered for more than five years without commencement of construction shall be specifically identified and justified, or shall be subject to legislative review for reversion or reassignment. Establishes a five-year pilot program authorizing the Superintendent of Education to redesignate funded, vacant positions in the Office of Facilities and Operations as positions exempt from Hawaii's Civil Service Laws for the purpose of hiring qualified professionals. RELATING TO PUBLIC SCHOOL LAND TRANSFER. Revises tax map key numbers and the conveyance process by which identified properties are conveyed to the Department of Education pursuant to Act 307, SLH 2022. Directs the conveyance to the County of Kauai and Hawaii State Public Library System of certain lands held by the Department of Education. Clarifies that land dispositions of school buildings, facilities, and grounds made by the DOE shall not require approval from the Board of Land and Natural Resources when these dispositions are for periods exceeding one year. RELATING TO CHARTER SCHOOLS. Requires the Auditor to conduct a financial audit of each charter school under the State Public Charter School Commission. Requires a report to the Legislature. Requires the State Public Charter School Commission to take action based on the Auditor's recommendations. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO EDUCATION. Provides annual salary step increases for public schools and public charter school teachers who have completed one year's satisfactory service and comply with specified requirements, if negotiated into a collective bargaining agreement pursuant to section 89-9, HRS, and subject to funds appropriated by the Legislature. Effective 1/1/2077. (SD2)

RELATING TO TEACHER LICENSING. Permits the Department of Education to hire unlicensed individuals as teachers on an emergency basis for five, rather than three, years. Requires that unlicensed teachers hired on an emergency basis make continuous and verifiable progress toward satisfying licensing requirements. (SD1)

RELATING TO EDUCATION. Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the Armed Services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.

RELATING TO SCHOOL CAFETERIA MEAL COSTS. Requires the Department of Education to charge not less than one-quarter of the cost of preparing a school meal for each school meal.

RELATING TO EDUCATION. Requires that the Hawaii Teacher Standards Board submit three nominees for its Executive Director to the Board of Education. Requires the Board of Education to appoint an Executive Director from the nominees on the list, subject to advice and consent of the Senate. Effective 3/22/2075. (SD1)

RELATING TO PUBLIC SCHOOL MEDICAID REIMBURSEMENTS. Requires the Department of Education to establish an updated plan for maximizing Medicaid reimbursements for administrative and support services provided to students with special needs. Requires annual reports to the Legislature. (SD1)

RELATING TO THE INTERSTATE COMPACT ON EDUCATIONAL OPPORTUNITY FOR MILITARY CHILDREN. Updates references to the United States Code in the Interstate Compact on Educational Opportunity for Military Children. (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
