Status

RELATING TO SPORTS OFFICIALS.

Authorizes the Attorney General to represent sports officials in civil proceedings if the sports official has been assaulted or threatened in the course of legally discharging their sports official duties.  Makes intentional bodily injury of a sports official engaged in the lawful discharge of the sports official's duties a class B felony.  Clarifies that a sports official includes a school or league administrator.  Clarifies that a sports official's duties cover sports events at public schools and private schools.

Status

RELATING TO STUDENT MISCONDUCT.

Requires public schools to report to the Department of Education any incident involving physical violence.  Requires the Department of Education to collect and maintain data on incidents involving physical violence at public schools and make such data publicly available.  Requires annual reports to the Legislature.

RELATING TO TRANSPORTATION.

Requires the Department of Education to develop and administer a Traffic Safety Program.  Expands the Department of Education's Traffic Safety Education program to include electric bicycles.

Appropriates moneys to the Department of Education to establish robotics as an interscholastic sport.

RELATING TO THE EDUCATION OF STUDENTS EXPERIENCING HOMELESSNESS.

Requires the department of education to establish a program for the support of students experiencing homelessness.  Requires the department to designate a coordinator position and navigator positions to implement the program.

Status

RELATING TO UNACCOMPANIED HOMELESS YOUTH.

Entitles unaccompanied homeless youth, including runaway youth, with the rights, as provided by the federal McKinney-Vento Homeless Assistance Act of 1987, to immediate enrollment in school, full participation in school activities, and access to comparable school and educational services provided to other students.  Establishes a student-centered, safety-first protocol for unaccompanied homeless youth enrolling in or attending school.

Status

RELATING TO HOMELESSNESS.

Establishes a two-year-pilot program within the Department of Education, to be headed by the State Coordinator for Education for Homeless Children and Youth, to provide temporary financial stabilization assistance to families with students identified as experiencing homelessness.  Funds the program through the Department of Human Services using allowable Temporary Assistance for Needy Families funds.

RELATING TO TEACHERS.

Appropriates funds to the Department of Education to provide monetary awards to educators who are recognized by the legislature, during education week, for their accomplishments, excellence in teaching, leadership, and service.

RELATING TO EMPLOYMENT OF RETIRANTS.

Establishes a 5-year pilot program to authorize the Department of Education to rehire retired teachers and educational officers for hard-to-staff positions.

RELATING TO EDUCATION.

Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.

Status

RELATING TO PRIVATE SUPPORT OF EDUCATION.

Clarifies that free tuition at private educational institutions are to be considered conditional gifts that support educational advancements rather than contractual obligations.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
