Appropriates funds to the Hawaii Technology Development Corporation to support certain programs.

Appropriates funds to the Department of Business, Economic Development, and Tourism for the Military and Community Relations Office to strengthen intergovernmental coordination for military and defense activities.  Effective 7/1/3000.  (HD1)

RELATING TO SPACE OPERATIONS.

Establishes within the Department of Business, Economic Development, and Tourism the Hawaii Orbital Sustainability and Space Traffic Board and orbital tracking and traffic management system.  Establishes registration and compliance standards for aerospace activities in state airspace.  Authorizes the awarding of research, education, and workforce development grants.  Requires compliance with the Hawaii Environmental Policy Act and historic preservation requirements, and Native Hawaiian cultural consultation.  Requires annual reports to the Legislature.  Appropriates moneys.

RELATING TO STATE ENTERPRISE ZONES.

Increases the number of enterprise zones that may be nominated by each county.  Amends the definition of "eligible business activity" to include recycling facilities and film production.

RELATING TO THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.

Requires the Director of Commerce and Consumer Affairs to make certain contact information for newly registered entities available online.  Requires the Director to transmit the contact information to the Department of Business, Economic Development, and Tourism Business Development and Support Division.

RELATING TO TAXATION.

Establishes a family caregiver tax credit for nonpaid family caregivers.  Requires the Department of Taxation to submit annual reports to the Legislature.  Appropriates funds.  Applies to taxable years beginning after 12/31/2026.  Effective 7/1/3000.  (HD1)

RELATING TO THE HOUSEHOLD AND DEPENDENT CARE SERVICES TAX CREDIT.

Increases a taxpayer's applicable percentage of employment-related expenses that is used to calculate the household and dependent care services tax credit.  Extends the sunset date of the temporary increase in maximum employment-related expenses that are used to calculate the household and dependent care services tax credit, established by Act 163, SLH 2023, to 6/30/2030.  Sunsets 6/30/2030.  Effective 7/1/3000.  (HD1)

Authorizes the Hawaii Housing Finance and Development Corporation to approve and certify general excise tax exemptions for certain housing development projects developed under county housing incentive programs.  Effective 7/1/3000.  (HD1)

RELATING TO TAXATION.

Increases the tax credit for low-income household renters from $50 to $100 per exemption claimed by the taxpayer.  Effective 7/1/3000.  (HD1)

RELATING TO TAXATION.

Establishes a general excise tax holiday on school supplies.  Requires businesses to pass the savings from the general excise tax holiday to consumers.  Effective 7/1/3000.  (HD1)

RELATING TO TAXATION.

Applies the retail or higher general excise tax or use tax rate to purchases or imports of new motor vehicles by rental car companies.  Appropriates funds for a position in the Department of Taxation.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
