Status

RELATING TO ECONOMIC DEVELOPMENT.

Expands the purposes of the establishment and operation of offices in out-of-state locations to include serving Hawaii's businesses and tourism efforts through various initiatives.  Requires, and appropriates funds for, the Department of Business, Economic Development, and Tourism to establish an out‑of-state office in Seoul, Republic of Korea.  Appropriates funds for the Department of Business, Economic Development, and Tourism's Beijing office and Taipei office to promote "Made in Hawaii" branded products and increase the export of Hawaii products.

Status

RELATING TO ECONOMIC DEVELOPMENT.

Establishes a business competitiveness goal for the State to achieve a ranking of being in the top thirty states in the United States for business climate by 2045, with interim goals.  Requires the Department of Business, Economic Development, and Tourism to submit annual reports on progress in meeting the business competitive goals.  Appropriates funds.

Status

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Hawaii Technology Development Corporation Revolving Fund for the purpose of financing the State's matching contributions required by federal grants.  Appropriates funds.

Status

RELATING TO PERMITTING.

Implements certain recommendations of the SPEED Task Force.  Requires the Department of Business, Economic Development, and Tourism to develop a statewide permitting intake platform.  Appropriates funds for the development of the platform, subject to a matching funds requirement from the counties.

HB 1967

Status

RELATING TO PERMITTING.

Implements certain recommendations of the SPEED Task Force.  Requires the Department of Business, Economic Development, and Tourism to develop a permitting workforce pipeline in partnership with the University of Hawaii and community colleges and coordinate with state and county permitting agencies on certain tasks related to classification levels, salary and benefits, hiring, and responsibilities of employees.  Appropriates funds.

Status

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Establishes the Hawaii Dementia Initiative Business Recognition Program within the Department of Business, Economic Development, and Tourism.  Appropriates moneys.

Status

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST FENIX SPACE, INC.

Authorizes the issuance of special purpose revenue bonds for the planning, design, and construction of the Fenix Space launch platform system and Fenix Space Hilo flight operations facility.

Status

RELATING TO CAPITAL GAINS TAX.

Increases the capital gains tax rate for individuals, estates, and trusts to nine per cent.  Increases the alternative capital gains tax for corporations to five per cent.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
