RELATING TO CONSUMER PROTECTION. Prohibits entities from distributing unsolicited mail or electronic mail that employs high pressure tactics or is reasonably likely to cause a consumer to believe that the sender is affiliated with another entity that the sender is not actually affiliated with and the entity is asking the recipient to pay for goods, services, or forms of legal authorization, unless certain disclosures are met. Makes contracts that fail to meet disclosure requirements voidable at the option of the consumer. Effective 7/1/3000. (HD2)

RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS. Establishes an income tax credit for automated external defibrillator devices that are installed and placed in service in certain places of public accommodation located in the State. Effective 7/1/3000. (HD2)

RELATING TO CONSUMER PROTECTION. Beginning 10/1/2026, prohibits the ownership, operation, or management of a digital financial asset transaction kiosk that accepts United States currency from a customer in exchange for a digital financial asset. Effective 7/1/3000. (HD1)

RELATING TO SOCIAL MEDIA. Requires certain social media platforms to provide an accessible mechanism for users to delete their accounts on the platform and permanently erase all personal information and sensitive personal information associated with deleted accounts. Prohibits certain deceptive practices by social media platforms that obstruct the deletion of user accounts. Authorizes the Attorney General to pursue civil actions and seek injunctive relief and penalties for violations. Effective 7/1/3000. (HD2)

RELATING TO CHARITABLE SOLICITATION. Beginning 1/1/2027: establishes prompt payment and financial reporting requirements for professional solicitors that sell donated or collected non-perishable tangible property on behalf of charitable organization; and prohibits these professional solicitors from failing to visibly display certain signage; comply with prompt payment, financial reporting, and contract term requirements; or prominently disclose certain information on any collection bin, container, or receptacle used to receive donated or collected property. Effective 7/1/3000. (HD2)

RELATING TO INSURANCE. Beginning 1/1/2027, requires insurers to provide explanation of premium increases upon request; clarifies grounds for denial, suspension, and revocation of an adjuster and bill reviewer license; clarifies procedures for denying, suspending, and revoking an insurance producer license; and amends the notice requirements for cancellation or nonrenewal of a property insurance policy. Clarifies the date on which purchase groups are required to pay an annual service fee. Effective 7/1/3000. (HD1)

RELATING TO DECEPTIVE PRACTICES. Requires merchants that sell cosmetics to accept returns of new or unopened goods within specified timeframes. Clarifies the definition of "conspicuous sign" and expands required placement of return and refund policy signage. Beginning 7/1/2027, requires merchants that receive three or more warning letters from the Office of Consumer Protection for failure to post required signage to display standardized return and refund policy signs provided by the Office. Establishes exemptions for certain merchants. Appropriates funds. Effective 7/1/3000. (HD1)
