RELATING TO THE HAWAII OCCUPATIONAL SAFETY AND HEALTH LAW. Repeals the requirement that the Department of Labor and Industrial Relations regulate hoisting machines and certify their operators and the Hoisting Machine Operators Advisory Board, including its rules requiring a separate state crane operator certificate. Allows additional time for the Director of Labor and Industrial Relations to complete an investigation of a discharge or discrimination complaint pertaining to employees exercising rights under the Occupational Safety and Health Law without formal extension. Effective 7/1/3000. (HD1)

RELATING TO EMPLOYMENT EARNINGS. Clarifies that the requirement to disclose hourly rates or salary ranges on job listings applies to full-time, part-time, temporary, or seasonal employment. Exempts employers having fewer than twenty-five employees, rather than fifty, from the disclosure requirement. Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION. Authorizes supporting documents used to transfer ownership of a motor vehicle to an insurance company after payment of damages from the result of a total loss insurance settlement to be signed electronically. Requires insurance companies to indemnify and hold harmless the Director of Finance for any claims resulting from the issuance of motor vehicle titles utilizing documents signed electronically without a notary. Effective 7/1/2027. (HD1)

RELATING TO PORT PILOTAGE. Clarifies the consulting role and responsibilities of the Department of Transportation in the Department of Commerce and Consumer Affairs' development and implementation of port pilot licensure standards, requirements, and criteria. Repeals Port Allen from the list of designated pilotage waters. Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION. Exempts persons operating wing-in-ground craft engaged in the transportation of passengers from the application of the Hawaii Water Carrier Act. Defines "wing‑in‑ground craft". Effective 7/1/3000. (HD1)

RELATING TO LIQUOR. Part I: Clarifies that class 10 special licenses may be granted for a period not to exceed three days per application. In counties with fewer than two hundred thousand residents but more than one hundred thousand residents, amends application requirements for class 10 special licenses, including requirements related to electronic submission, naming, and single applications for certain adjacent parcels of land, and prohibits the conditional acceptance of applications based on certain factors. Part II: Increases the maximum percentage of fines assessed by county liquor commissions that may be used to fund public liquor-related educational or enforcement programs. Effective 3/22/2075. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
