Status

RELATING TO INSURANCE.

Requires homeowners insurance policies to permit an insured who sustains a total loss to apply additional living expenses benefits toward the lease of a housing unit to serve as the insured's temporary primary residence.  Requires insurers to pay an advance of at least 4 months of additional living expenses benefits after a total loss to an insured's primary dwelling caused by a covered peril that occurred pursuant to a state of emergency.  Requires homeowners insurance policies to provide additional living expenses benefits for a minimum of 36 months in the event of a total loss that occurred during a state of emergency.  Provides for extensions of additional living expenses benefits under certain conditions.  Effective 7/1/2050.  (SD1)

RELATING TO ENERGY ASSISTANCE.

Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist qualifying households in paying their energy bills.  Requires the Public Benefits Fee Administrator of the Public Utilities Commission to provide certain information and assistance to recipients of the program.  Effective 7/1/3000.  (HD1)

RELATING TO ENERGY.

Requires the Public Utilities Commission to open a docketed proceeding no later than September 1, 2026, to conduct a comprehensive, objective, and independent analysis of the State's energy pathways.  (HD1)

RELATING TO MEDICAL DEBT.

Requires the Office of Wellness and Resilience to develop, implement, and administer a Medical Debt Acquisition and Forgiveness Program to acquire and forgive outstanding medical debt for certain individuals in the State, subject to the availability of program funds, beginning with the medical debt that has already been acquired by medical debt and consolidation organizations.  Requires annual reports to the Legislature.  Appropriates funds.  Effective 1/30/2050.  (HD1)

Status

RELATING TO THE UNIVERSITY OF HAWAII.

Affirms student-athletes' rights to engage in name, image, and likeness activities for compensation.  Requires the University of Hawaii to adopt policies governing institutional name, image, and likeness agreements and other aspects of name, image, and likeness activity consistent with federal law, rules by an intercollegiate athletics governing body such as the National Collegiate Athletic Association, and Title IX.  Establishes certain transparency and accountability requirements in the administration of institutional name, image, and likeness activities.  Provides protections and educational support for student-athletes who enter into name, image, and likeness agreements.  Sunsets 6/30/2030.  Effective 7/1/3000.  (HD1)

Status

RELATING TO PREVENTIVE MEDICINE.

Establishes the Hawaii Preventive Services Advisory Committee to serve in an advisory capacity to the Department of Health on matters relating to clinical preventive services.  Authorizes the Department of Health to issue clinical preventive service recommendations.  Provides immunity for health care professionals who provide clinical preventive services based on recommendations of the Department of Health.  Requires coverage of evidence-based clinical preventive services without cost-sharing.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
