RELATING TO LAVA ZONE INSURANCE. Establishes a Lava Zone Insurance Fund to subsidize the cost of insurance premiums for properties in lava zones 1 and 2. Defines lava zones 1 and 2. Appropriates funds.

RELATING TO MORTGAGES. Clarifies that a mortgage does not exist independent of the debt it secures and shall not be independently enforceable from the debt.

RELATING TO COOPERATIVE ASSOCIATIONS. Establishes a General Cooperative Associations Act to provide a unified, flexible legal framework for cooperatives to form for any lawful purpose. RELATING TO THE FOOD AND PRODUCT INNOVATION NETWORK. Requires the Food and Product Innovation Network to integrate a coordinated food safety and regulatory framework. Requires the Agribusiness Development Corporation to establish performance indicators for the Food and Product Innovation Network, develop a market access strategy, align and harmonize state branding initiatives, and report certain data to the Legislature. RELATING TO LEI. Requires and establishes benchmarks for each state executive agency to ensure that a certain percentage of lei purchased by that executive agency consists of lei made entirely of natural objects and plant materials grown, harvested, and assembled in the State. RELATING TO PESTICIDES. Beginning 1/1/2027, prohibits the use or application of a pesticide containing 1,3-dichloropropene as an active ingredient, such as Telone. Effective 7/1/3000. (HD1)

RELATING TO ENERGY ASSISTANCE. Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist qualifying households in paying their energy bills. Requires the Public Utilities Commission Public Benefits Fee Administrator to provide certain information and assistance to recipients of the program. Appropriates funds to implement the program. RELATING TO SURVEILLANCE PRICING. Prohibits retailers from using surveillance pricing in the sale of food that is sold, or qualifies to be sold, as part of the federal Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children. Establishes fines. Exemptions certain discounts and loyalty programs. Effective 7/1/3000. (HD1)

RELATING TO HEALTH INSURANCE. Establishes a three-year Health Coverage Continuity Pilot Program within the Department of Human Services, in consultation with the Department of Commerce and Consumer Affairs, to assist individuals who have lost Medicaid health insurance coverage and lack access to other health insurance options. Authorizes the Department of Human Services to contract with a nonprofit health insurer or community-based organization to operate the Pilot Program under certain circumstances. Authorizes the Department of Human Services to issue premium subsidies in certain circumstances. Requires reports to the Legislature. Repeals 6/30/2029. Effective 7/1/3000. (HD1)

RELATING TO ARTIFICIAL INTELLIGENCE. Part I: Prohibits certain harmful uses of and mandates disclosure for realistic digital imitations generated by artificial intelligence (AI). Establishes certain exemptions. Provides for civil actions and civil remedies for individuals injured by unauthorized AI-generated realistic digital imitations. Part II: Requires the disclosure of the use of synthetic performers in advertising. Establishes civil fines. Effective 7/1/3000. (HD1)

RELATING TO PAID FAMILY LEAVE. By 1/1/2029, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2030, requires the Department to begin receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. Excludes paid family and medical leave benefits from income tax. Effective 7/1/3000. (HD1)

RELATING TO PRIMARY CARE. Establishes the Primary Care Providers Working Group within the State Health Planning and Development Agency to address issues relating to, and develop recommendations for the stabilization of, primary care services in Hawaii. The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
