Status

RELATING TO LICENSING.

Removes the barrier requiring applicants for professional or vocational licensing to be United States citizens, United States nationals, or persons with work visas.  Allows applicants to provide individual tax identification numbers in lieu of social security numbers if all other requirements are met.

RELATING TO THE RIGHT TO REPAIR.

Establishes a right to repair for wheelchairs.

Status

RELATING TO SOCIAL MEDIA.

Requires certain social media platforms to provide an accessible mechanism for users to delete their accounts on the platform and permanently erase all personal information associated with deleted accounts.  Prohibits certain deceptive practices by a social media platform that obstructs the deletion of user accounts.  Authorizes the Attorney General to pursue civil actions and seek injunctive relief and penalties for violations.  Effective 1/1/2027.

Status

RELATING TO CONSUMER PROTECTION.

Prohibits certain entities from distributing unsolicited mail or electronic mail that is reasonably likely to cause a consumer to believe that a vehicle manufacturer, dealer, mortgage loan originator, mortgage servicer, or insurance company is asking the consumer to send money to extend a vehicle warranty or home warranty, unless certain disclosures are met.  Makes contracts that fail to meet disclosure requirements voidable at the option of the consumer.

RELATING TO CONDOMINIUMS.

Excludes a homeowner-developer from the annual requirement to file a developer's report and pay a fee if the homeowner's development consists of no more than two units, one in which the developer resides and one for which the initial sale of the other unit has been completed.  Effective 7/1/3000.  (HD1)

Status

RELATING TO CONDOMINIUMS.

Authorizes the issuance of reimbursable general obligation bonds to provide the necessary funds for the Condominium Loan Program.  Appropriates funds from the Hurricane Reserve Trust Fund to provide initial coverage of the bond payments.

Status

RELATING TO HOUSING.

Beginning 11/1/2026, requires landlords to accept comprehensive reusable tenant screening reports, if made available by an applicant, and prohibits application fees in such case.

Status

RELATING TO MENTAL HEALTH.

Amends the existing prohibition on conversion therapy by prohibiting the practice on persons of all ages and the advertisement of such practice.  Explicitly provides that talk therapy in the form of pure speech is exempt from the prohibition on conversion therapy.  Takes effect upon the certification by the Attorney General that the Supreme Court of the United States has overturned the holding in Chiles v. Salazar, 116 F.4th 1178 (10th Cir. 2024).

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
