RELATING TO EVICTION RECORDS. Limits public access to summary possession records on the Judiciary's publicly accessible electronic databases unless and until a writ of possession is issued.

RELATING TO FORECLOSURES. Specifies that a judicial foreclosure sale is not final until the earliest of either fifteen days after the public sale, unless an eligible bidder submits a subsequent bid or written notice of intent to submit a subsequent bid, or forty-five days after the public sale. Requires subsequent successful bidders to make a downpayment.

RELATING TO CONSUMER PROTECTION. Beginning 10/1/2026, prohibits digital financial asset transaction kiosks from allowing any two customers from conducting transactions with the same digital financial asset wallet address and requires operators to provide full refunds under certain circumstances.

RELATING TO CONSUMER PROTECTION. Beginning 10/1/2026, prohibits the use of a digital financial asset transaction kiosk that accepts or dispenses United States currency by means of credit card or cash in exchange for a digital financial asset.

RELATING TO CONSUMER PROTECTION. Subjects hosts of digital financial asset transaction kiosks to civil penalties for acts of fraud committed through the use of the digital financial asset transaction kiosk located on the host's premises. Applies to contracts to host digital financial asset transaction kiosks that are entered into on or after the effective date of this Act. Beginning 7/1/2027, applies to contracts to host digital financial asset transaction kiosks that are in effect as of the day before the effective date of this Act.

RELATING TO DIGITAL FINANCIAL ASSET TRANSACTION KIOSKS. Establishes limits on transactions through digital financial asset transaction kiosks. Requires operators of digital financial asset transaction kiosks to use blockchain analytics and tracing software to prevent fraud; make certain disclosures; provide receipts to customers; provide full refunds under certain circumstances; and provide live customer service and a dedicated communications line for the Attorney General, Office of Consumer Protection, Department of Law Enforcement, and county police departments.

RELATING TO FINANCIAL EXPLOITATION. Requires financial institutions to establish policies for identifying financial exploitation and the training of employees. Establishes procedures for reporting suspected financial exploitation. Requires financial institutions to delay transactions, and allows freezes on assets, when there is suspected financial exploitation. Provides immunity from liability for financial institutions for any action, determination, omission, or practice related to this Act.

RELATING TO PREDICTION MARKETS. Includes prediction markets in the definition of gambling by specifying that the purchase, sale, or financial speculation of securities or commodities on the outcome or future contingent events related to sports, contests, people, politics, catastrophe, and death.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
