RELATING TO VETERINARY MEDICINE. Requires veterinarians to provide a written prescription, upon the request of a client, for any animal patient of a client with whom the veterinarian has established an existing veterinarian-client-patient relationship, to be filled at the pharmacy of the client's choosing. Allows pharmacies licensed in the State to dispense medications prescribed by veterinarians. Authorizes the Hawaii Board of Veterinary Medicine to establish penalties, which may include fines or suspension or revocation of a license. Effective 7/1/2050. (SD2)

RELATING TO INDUSTRIAL HEMP. Beginning 7/1/2026, authorizes the use of hemp-derived feed ingredients in certain commercial animal feeds. Authorizes the use of hemp and hemp-derived feed ingredients in commercial feed for livestock. Requires the Department of Agriculture and Biosecurity to adopt rules. Effective 7/1/2050. (SD2)

RELATING TO TRESPASS. Provides that any firearm or motor vehicle possessed and used by a person who hunts on private land without the permission of the owner or occupier of the land shall be forfeited to the State pursuant to chapter 712A, HRS. Authorizes a court to reduce the penalty from forfeiture to a fine of a certain amount for a first offense. Effective 7/1/2050. (SD2)

RELATING TO STATE ENTERPRISE ZONES. Amends the definition of "eligible business activity" for the purposes of the Enterprise Zone Program to include certain retail sales of tangible personal property, processing of certain value-added agricultural products, the Hawaii food and product innovation network, and the provision of certain professional services by health care professionals. For taxable years beginning after 12/31/2026, extends the eligibility period of the state business tax credit for qualified businesses within state enterprise zones. Beginning 1/1/2028, extends the eligibility period of the general excise tax exemption credit for qualified businesses within state enterprise zones. Effective 7/1/2050. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
