RELATING TO AGRICULTURE.

Authorizes the issuance of GO bonds and appropriates funds for capital improvements for the University of Hawaii College of Tropical Agriculture and Human Resilience's Agricultural Research and Extension Station on Kauai.  Effective 7/1/3000.  (HD1)

RELATING TO BIOSECURITY.

Requires the College of Tropical Agriculture and Human Resilience to establish a Center for Biosecurity Research, Education, and Extension to develop and implement innovative solutions for detecting, monitoring, eradicating, and managing invasive species.  Appropriates funds.  Effective 7/1/3000.  (HD1)

Status

RELATING TO BIOSECURITY.

Requires and appropriates funds for the Department of Agriculture and Biosecurity to develop a Molokai Biosecurity Plan to prevent the spread of invasive species found elsewhere in the State to the island of Molokai.  Authorizes the issuance of GO bonds and appropriates funds for a plants and plant materials inspection and quarantine facility on the island of Molokai and facility staffing.

Status

RELATING TO BIOSECURITY.

Amends section 150A-58, Hawaii Revised Statute, to clarify that signatory industries to a biosecurity government-industry agreement shall not be liable for costs related to performing activities pursuant to the agreement.  Requires the Department of Agriculture and Biosecurity to establish a working group that comprises signatories of the biosecurity government-industry agreements for joint-decision making.

RELATING TO FOOD SECURITY.

Establishes and appropriates funds in the form of grants for the Hawaii Farm to Families Program under the Department of Human Services to alleviate food shortages in the State.  Requires reports to the Legislature before the Regular Sessions of 2027 and 2028.  Effective 7/1/3000.  (HD1)

RELATING TO SUBSISTENCE GARDENING.

Establishes within the Department of Agriculture and Biosecurity a temporary Subsistence-Plus Gardening Pilot Program.  Requires a report to the Legislature.  Appropriates funds.

RELATING TO AGRICULTURAL PRODUCTION.

Establishes a Clean Plant Program within the Department of Agriculture and Biosecurity to support the production, maintenance, and distribution of disease-free, clean plant material to growers, nurseries, and other agricultural producers in the State.  Appropriates funds.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
