RELATING TO AQUACULTURE.

Requires the establishment of a biological aquatic risk-based framework for assessment and approval of aquatic livestock importation and movement.  Authorizes the Division of Animal Industry of the Department of Agriculture and Biosecurity to adopt rules implementing species risk categorization, tiered biocontainment standards, per-arrival disease testing, and interagency coordination procedures.  Establishes an interagency working group.  Requires development of species-specific risk matrices, interagency working group coordination with automatic permit approval timelines, and performance accountability.  Establishes an implementation timeline.  Appropriates funds.  Effective 7/1/3000.  (HD2)

RELATING TO INVASIVE SPECIES.

Allows the use of certain monofilament netting for the protection of plants against invasive species.  Requires the Department of Agriculture and Biosecurity to establish rules allowing the sale and distribution of fine mesh nets, including monofilament netting, in the State to protect plants from the coconut rhinoceros beetle.  Effective 7/1/3000.  (HD2)

RELATING TO BIOSECURITY.

Requires and appropriates funds for the Department of Agriculture and Biosecurity to develop a Molokai Biosecurity Plan to prevent the spread of invasive species found elsewhere in the State to the island of Molokai.  Authorizes the issuance of GO bonds and appropriates funds for a plants and plant materials inspection and quarantine facility on the island of Molokai and facility staffing.  Effective 7/1/3000.  (HD1)

      Status & Testimony

RELATING TO COFFEE PEST CONTROL.

Temporarily reestablishes the Coffee Berry Borer and Coffee Leaf Rust Pesticide Subsidy Program and the program manager position, including the position's civil service and collective bargaining laws exemption.  Requires the Department of Agriculture and Biosecurity to report to the Legislature.  Appropriates funds for the operation and implementation of the Pesticide Subsidy Program.  Effective 7/1/3000.  (HD1)

RELATING TO COFFEE LABELING.

Clarifies the labeling and advertising requirements for roasted coffee, instant coffee, and ready-to-drink coffee beverages based on where they were grown and processed.  Defines "regional origin".  Effective 7/1/3000.  (HD1)
