Sir:

 

     Your Committee on Commerce and Consumer Protection, to which was referred S.R. No. 20 entitled:

 

"SENATE RESOLUTION REQUESTING THE PUBLIC UTILITIES COMMISSION TO ESTABLISH A DEDICATED PANEL OF COMMISSIONERS TO OVERSEE MATTERS RELATED TO INTRASTATE WATER CARRIERS AND MARITIME COMMERCE,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to request that the Public Utilities Commission establish a dedicated panel of commissioners, or other formal internal structure, to oversee matters related to intrastate water carriers and maritime commerce.

 

     Your Committee received testimony in support of this measure from one individual.

 

     Prior to the hearing on this measure, your Committee posted and made available for public review a proposed S.D. 1, which deletes the contents of the measure and inserts language to urge an immediate and permanent ceasefire and an end to hostilities in Iran.

 

     Your Committee received comments on the proposed S.D. 1 from one individual.

 

     Your Committee finds that in February 2026, after the convening of the current legislative session, the United States initiated Operation Epic Fury, targeting high-ranking members of the Iranian government and military.  Your Committee further finds that at least thirteen United States soldiers and 3,636 people, including 1,701 civilians, have been killed since the beginning of the conflict.  An estimate of the current costs of the conflict by independent experts is approximately $25 billion to $35 billion, with the estimated daily costs totaling around $2 billion and the total potential costs reaching over $1 trillion.  Your Committee further finds that the conflict has also incurred indirect costs to the United States and the global economy, especially through the closure of the Strait of Hormuz.  This measure urges the end to loss of life and long-term social and economic harms of the conflict by calling for a permanent ceasefire and an end to hostilities in Iran.

 

     Your Committee has amended this measure by adopting the proposed S.D. 1 and further amending the measure by making a technical, nonsubstantive amendment for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 20, as amended herein, and recommends its adoption in the form attached hereto as S.R. No. 20, S.D. 1.
