Sir:
Your Committees on Energy and Intergovernmental Affairs and Water, Land, Culture and the Arts, to which was referred S.R. No. 179 entitled:
"SENATE RESOLUTION REQUESTING THE PRESIDENT OF THE UNITED STATES AND CONGRESS TO SUPPLY UKRAINE WITH THE WEAPONS NEEDED TO FULLY DEFEND ITSELF AGAINST RUSSIAN ATTACKS AND RETAKE ITS TERRITORY AS RECOGNIZED BY INTERNATIONAL LAW,"
beg leave to report as follows:
The purpose and intent of this measure is to request that the President of the United States and Congress supply Ukraine with the weapons needed to fully defend itself against Russian attacks and retake its territories as recognized by international law.
Your Committees received no testimony on this measure.
Your Committees find that four years since the full-scale invasion of Ukraine in February 2022, Russia occupies approximately twenty percent of Ukraine and continues to bombard Ukrainian cities and civilian infrastructure. The current aid supplied by the United States to Ukraine has allowed the country to defend itself and provide necessary humanitarian relief for the nation's population. This measure recognizes the necessity for continued assistance to support a free and sovereign Ukraine.
As affirmed by the records of votes of the members of your Committees on Energy and Intergovernmental Affairs and Water, Land, Culture and the Arts that are attached to this report, your Committees concur with the intent and purpose of S.R. No. 179 and recommend its adoption.
