Sir:
Your Committees on Energy and Intergovernmental Affairs and Health and Human Services, to which was referred S.C.R. No. 90 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE PLANNING DEPARTMENT OF EACH COUNTY TO ESTABLISH KUPUNA-FRIENDLY BUILDING PERMIT REQUIREMENTS FOR PARKING ACCESSIBILITY AND PRIVATE BUSINESSES OPERATING HOURS,"
beg leave to report as follows:
The purpose and intent of this measure is to request the planning department of each county to establish kupuna-friendly building permit requirements to plan for the State's aging population that:
(1) Require private businesses and malls to accommodate special hours for kupuna to enter; and
(2) Increase the minimum number of parking spaces designated for non-disabled and disabled kupuna.
Your Committees received testimony in support of this measure from the Executive Office on Aging, State Health Planning and Development Agency, and one individual.
Your Committees find that accessible parking and accommodations are lacking in many public areas, including shopping centers, malls, and big box stores. Older individuals and those with disabilities would benefit from kupuna-friendly hours and additional parking to improve their experiences of engaging in their communities and increase access to essential goods and services. This measure aims to address foundational barriers to accessibility, therefore improving equity for the State's large kupuna population.
As affirmed by the records of votes of the members of your Committees on Energy and Intergovernmental Affairs and Health and Human Services that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 90 and recommend its adoption.
