Madame:

 

     Your Committee on Water & Land, to which was referred S.C.R. No. 90, H.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE PLANNING OR PLANNING AND PERMITTING DEPARTMENT OF EACH COUNTY TO ESTABLISH KUPUNA-FRIENDLY BUILDING PERMIT REQUIREMENTS FOR PARKING ACCESSIBILITY AND PRIVATE BUSINESSES OPERATING HOURS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the planning or planning and permitting department of each county to establish kupuna-friendly building permit requirements to plan for the State's aging population that:

 

     (1)  Require private businesses and malls to accommodate special hours for kupuna to enter; and

 

     (2)  Increase the minimum number of parking spaces designated for non-disabled and disabled kupuna.

 

     Your Committee received testimony in support of this measure from the State Health Planning and Development Agency; Disability and Communication Access Board; and Aloha Independent Living Hawaii.

 

     Your Committee finds that when accessible and van-accessible parking spaces are insufficient, kupuna with limited mobility or mobility disabilities are effectively excluded from participating in community life, accessing goods and services, and engaging in community and civic activities.  Your Committee further finds that during the COVID-19 pandemic, many stores adjusted their hours for kupuna and customers with vulnerable immune systems, which successfully allowed greater access to goods and services for these members of the community.  This measure seeks to increase opportunities for kupuna to participate in community life and access necessary goods and services.

 

     As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 90, H.D. 1, and recommends its adoption.
