Madame:
Your Committee on Education, to which was referred S.C.R. No. 78, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF EDUCATION TO STRENGTHEN MENSTRUAL HEALTH EDUCATION INITIATIVES AND TO ADOPT A COMPREHENSIVE MENSTRUAL CYCLE CURRICULUM,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Hawaii State Commission on the Status of Women; Menstrual Equity Initiative; Maʻi Movement Hawaiʻi; Democratic Party of Hawaiʻi Education Caucus; and numerous individuals. Your Committee received comments on this measure from the Department of Education.
Your Committee finds that menstrual health
education provides an opportunity to eradicate stigmas; empower informed health
decisions; and ensure equal access to, and understanding of, menstrual
products. Your Committee further finds
that inconsistent menstrual health education continues to restrain progress
toward achieving period equity, with some students lacking confidence in
managing their menstrual cycle and its symptoms, even with free products. Your Committee believes that strengthening
menstrual health educational initiatives and adopting comprehensive curriculum
elements will improve consistency and student understanding of menstrual health.
Your Committee has amended this measure by:
(1) Clarifying certain information that is requested to be included in the comprehensible menstrual health education curriculum and menstrual health education program;
(2) Clarifying the grade ranges for the comprehensible menstrual health education curriculum; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 78, S.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as S.C.R. No. 78, S.D. 1, H.D. 1.
