Madame:

 

     Your Committee on Health, to which was referred S.C.R. No. 75, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF HEALTH TO LEAD A COORDINATED INTERDEPARTMENTAL EFFORT TO REDUCE THE IMPACT OF FETAL ALCOHOL SPECTRUM DISORDERS IN THE STATE, INCLUDING DEVELOPMENT OF A PLAN FOR INTERAGENCY COLLABORATION TO ENSURE THE COORDINATION OF SUPPORT SERVICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the Department of Health to lead a coordinated interdepartmental effort to reduce the impact of Fetal Alcohol Spectrum Disorders on the State, including development of a plan for interagency collaboration to ensure the coordination of support services.  

 

     Your Committee received testimony in support of this measure from the State Health Planning and Development Agency; Hawaii Substance Abuse Coalition; Hawaiʻi FASD Action Group; Hawaii Disability Rights Center; Hina Mauka; and two individuals.  Your Committee received comments on this measure from the Department of Health.

 

     Your Committee finds that Fetal Alcohol Spectrum Disorders are a group of conditions that result from prenatal alcohol exposure and can lead to lifelong physical, behavioral, and functional challenges.  Your Committee further finds that early detection, prevention, and coordinated interventions are critical to improving outcomes for individuals affected by Fetal Alcohol Spectrum Disorders and their families.  Your Committee believes that developing a coordinated interdepartmental effort to provide integrated support services for individuals with Fetal Alcohol Spectrum Disorders will ensure a more effective and efficient response to the challenges faced by these individuals and their families.

 

     Your Committee has amended this measure by:

 

     (1)  Requesting the Department of Health to expand efforts to deliver early prevention, education, and support regarding alcohol and cannabis use before and during pregnancy to reduce risk and support the birth of healthy babies;

 

     (2)  Requesting the Department of Health to submit its plan for interagency collaboration at least twenty days prior to the Regular Session of 2027, rather than twenty days prior to the Regular Session of 2030; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 75, S.D. 1, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 75, S.D. 1, H.D. 1.
