     Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.C.R. No. 60, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF CORRECTIONS AND REHABILITATION TO PROVIDE AN UPDATE ON THE FINDINGS OF THE PROOF OF CONCEPT STUDY TITLED BREAKING CYCLEs: ALTERNATIVE MODELS OF REHABILITATION AND RESTORATIVE JUSTICE ON OʻAHU,"

 

begs leave to report as follows:  

 

     The purpose of this measure is to request the Department of Corrections and Rehabilitation (DCR) to provide an update on the findings of the proof-of-concept study titled "Breaking Cycles: Alternative Models of Rehabilitation and Restorative Justice on Oʻahu".

 

     Your Committee received testimony in support of this measure from the Department of Corrections and Rehabilitation, Hawaii Correctional System Oversight Commission, Community Alliance on Prisons, and the Correctional Reform Working Group.

 

Your Committee finds that the State's goal is to transform its unified correctional system into a rehabilitative, restorative, and reentry-focused system that reduces recidivism and promotes safer communities. Your Committee finds that the proof of concept study titled "Breaking Cycles: Alternative Models of Rehabilitation and Restorative Justice on Oʻahu" provided numerous recommendations that would advance the State toward meeting this goal. Your Committee further finds that this measure is critical to ensuring that stakeholders receive timely information and status updates regarding the implementation of the study's recommendations.

 

As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 60, S.D. 1, and recommends its adoption.
