     Your Committee on Energy and Intergovernmental Affairs, to which was referred S.C.R. No. 20 entitled:

 

"SENATE CONCURRENT RESOLUTION STRONGLY SUPPORTING THE COUNTY OF HAWAIʻI'S EFFORTS TO DEVELOP THE KEALAKEHE REGIONAL PARK PROJECT,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to strongly support the County of Hawaii's efforts to develop the Kealakehe Regional Park project.

 

     Your Committee received testimony in support of this measure from the Department of Land and Natural Resources, Hawaiʻi County Council, West Hawaiʻi Parks and Athletic Corporation, Laʻiʻōpua Community Development Corporation, and one individual.

 

     Your Committee finds that the western region of Hawaii County continues to experience significant population growth, yet the region remains underserved in terms of large-scale recreational and community facilities.  The Kealakehe Regional Park project represents a critical opportunity to provide much-needed recreational space, youth sports facilities, and community gathering areas for families and residents across the district.  This measure will not only expand access to recreational opportunities, but also create a safe and welcoming environment where residents can gather, exercise, and connect.

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying that the land for the proposed Kealakehe Regional Park project is state-owned land that has been set aside to the County of Hawaii; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Energy and Intergovernmental Affairs that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 20, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 20, S.D. 1.
