Your Committee on Water & Land, to which was referred S.C.R. No. 20, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION STRONGLY SUPPORTING THE COUNTY OF HAWAIʻI'S EFFORTS TO DEVELOP THE KEALAKEHE REGIONAL PARK PROJECT,"
begs leave to report as follows:
The purpose of this measure is to express the strong support of the Legislature for the County of Hawaii's efforts to develop the Kealakehe Regional Park project.
Your Committee finds that the proposed Kealakehe Regional Park project encompasses approximately one hundred ninety acres of state‑owned land, set aside to the County of Hawaii, in North Kona. Your Committee further finds that the master plan for Kealakehe Regional Park envisions multiple athletic fields, indoor and outdoor courts, a skate park, an amphitheater, cultural gathering spaces, and passive recreation areas designed to serve the entire West Hawaii community. Your Committee also finds that the Kealakehe Regional Park project aligns with the State Comprehensive Outdoor Recreation Plan, the goals of Vision Zero and Complete Streets, and public-health strategies to increase active recreation opportunities.
As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 20, S.D. 1, and recommends that it be referred to your Committee on Finance.
