     Your Committee on Education, to which was referred S.C.R. No. 201, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION TO REISSUE REQUESTS FOR PROPOSALS FOR THE JOB ORDER CONTRACTING PROGRAM CONTRACTORS AND PREQUALIFIED SMALL CONTRACTORS TO ENSURE THE CONTINUITY OF THE FUTURE SCHOOLS NOW PROGRAM,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Education to reissue Requests for Proposals for the Job Order Contracting Program contractors and prequalified small contractors to ensure the continuity of the Future Schools Now Program.

 

     Your Committee received testimony in support of this measure from one individual.

 

     Your Committee finds that the Future Schools Now Program and its use of job order contracting and prequalified small contractors have enabled the Department of Education to complete school repair and maintenance projects more quickly and efficiently than traditional procurement methods.  Your Committee further finds that the Program has addressed a significant volume of school facility needs, supported local contractors, and mitigated delays associated with the State's substantial deferred maintenance backlog.  Your Committee finds that reissuing Requests for Proposals in advance of contract expirations may help ensure continuity of services and prevent interruptions in school facility repair efforts statewide.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 201, S.D. 1, and recommends that it be referred to your Committee on Finance.
