     Your Committee on Education, to which was referred S.C.R. No. 200 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION TO IMPLEMENT THE NATIONAL EDUCATION ASSOCIATION MICRO-CREDENTIAL PILOT PROGRAM DEVELOPED IN COLLABORATION WITH THE DEPARTMENT'S OFFICE OF CURRICULUM AND INSTRUCTIONAL DESIGN AND THE HAWAII STATE TEACHERS ASSOCIATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Education to implement the National Education Association Micro-Credential Pilot Program developed in collaboration with the Department's Office of Curriculum and Instructional Design and the Hawaii State Teachers Association.

 

     Your Committee received testimony in support of this measure from the Department of Education.

 

     Your Committee finds that high‑quality professional development for teachers is essential to strengthening instructional practice, supporting educator growth, and improving student learning outcomes across public schools.  Your Committee further finds that competency‑based micro‑credential programs can provide educators with opportunities to demonstrate mastery of specific instructional strategies and professional practices in a flexible and targeted manner.  Your Committee believes that implementing a nationally recognized micro‑credential pilot program will expand access to meaningful professional learning opportunities for licensed teachers statewide.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 200 and recommends that it be referred to your Committee on Finance.
