Your Committees on Public Safety and Military Affairs and Energy and Intergovernmental Affairs, to which was referred S.C.R. No. 182 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE GOVERNOR AND THE DEPARTMENT OF HEALTH TO ENGAGE WITH THE UNITED STATES DEPARTMENT OF DEFENSE AND OTHER FEDERAL AND MILITARY PARTNERS TO EXPLORE ESTABLISHING A MILITARY-CIVILIAN TRAUMA PARTNERSHIP TO STRENGTHEN THE HAWAII TRAUMA SYSTEM,"
beg leave to report as follows:
The purpose and intent of this measure is to request the Governor and Department of Health to engage with the United States Department of Defense and other federal and military partners to explore establishing a military-civilian trauma partnership to strengthen the Hawaii Trauma System.
Your Committees received testimony in support of this measure from the Department of Health.
Your Committees find that leveraging the capabilities of Tripler Army Medical Center alongside civilian trauma centers presents a critical opportunity to expand capacity, reduce transfer times, and improve patient outcomes. Proven models in other states demonstrate that these partnerships enhance both civilian trauma care and military medical readiness. This measure represents an innovative, collaborative approach to addressing longstanding system gaps, improving trauma response, and ensuring equitable access to timely, life-saving care within the State.
As affirmed by the records of votes of the members of your Committees on Public Safety and Military Affairs and Energy and Intergovernmental Affairs that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 182 and recommend its adoption.
