     Your Committee on Finance, to which was referred S.C.R. No. 173, S.D. 1, H.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION CONVENING A TASK FORCE TO ADDRESS EVENT TICKET SCALPING IN HAWAII,"

 

begs leave to report as follows:

 

     The purpose of this measure is to convene a task force to address event ticket scalping in Hawaii.

 

     Your Committee notes that, in order produce meaningful recommendations or proposed legislation, it would be prudent to include all key stakeholders in the live event ticket ecosystem including secondary ticket marketplaces; professional resellers; economists; competition experts; and consumer protection advocates. Your committee strongly urges that the chairs of the task force invite stakeholders from these industries to participate in the task force in order create a balanced discussion of the primary and secondary market issues, including issues consumers encounter when accessing tickets like transferability restrictions, dynamic pricing, and ticket allocation practices.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 173, S.D. 1, H.D. 1, and recommends its adoption.
