Madame:

 

     Your Committee on Consumer Protection & Commerce, to which was referred S.C.R. No. 173, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION CONVENING A TASK FORCE TO ADDRESS EVENT TICKET SCALPING IN HAWAII,"

 

begs leave to report as follows:

 

     The purpose of this measure is to convene a task force to address event ticket scalping in Hawaii.

 

     Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism, the Office of the Mayor of the City and County of Honolulu, the National Independent Venue Association, Rick Bartalini Presents, the Hawaii Theatre Center, the Hawaii Youth Symphony, the Hawaii Symphony Orchestra, and numerous individuals. Your Committee received comments on this measure from the Department of Commerce and Consumer Affairs Office of Consumer Protection, StubHub, and the Ticket Policy Forum.

 

     Your Committee has amended this measure by:

          (1)  Adding the Executive Director of the Department of Commerce and Consumer Affairs Office of Consumer Protection, or their designee, as a member of the task force;

 

     (2)  Amending page 3, section 4, line 12 of the resolution to remove the reference to "Hawaii" as one of the consumer protection agencies to engage with, due to the addition of the Department of Commerce and Consumer Affairs Office of Consumer Protection to the task force; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     Your Committee recognizes that the Department of Commerce and Consumer Affairs Office of Consumer Protection is willing to provide resources and support to the task force.

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 173, S.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as S.C.R. No. 173, S.D. 1, H.D. 1.
