Your Committees on Water, Land, Culture and the Arts and Agriculture and Environment, to which was referred S.C.R. No. 168 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE OFFICE OF PLANNING AND SUSTAINABLE DEVELOPMENT TO CONVENE A DEMOLITION WASTE REDUCTION WORKING GROUP,"
beg leave to report as follows:
The purpose and intent of this measure is to request the Office of Planning and Sustainable Development to convene a Demolition Waste Reduction Working Group.
Your Committees received testimony in support of this measure from two individuals.
Your Committees received comments on this measure from the Office of Planning and Sustainable Development.
Your Committees find that landfill facilities in the State are nearing capacity, and local communities continue to protest their expansion and the creation of new facilities. While local recycling nonprofits and community-based organizations have advocated for deconstruction, reuse, and circular economy practices, your Committees believe that a working group guided by the expertise of the Office of Planning and Sustainable Development will assist in coordinating efforts across industries and removing systemic barriers to implementing these practices. This measure helps to facilitate the coordinated development of sustainable waste management policies for the benefit of public and environmental health.
As affirmed by the records of votes of the members of your Committees on Water, Land, Culture and the Arts and Agriculture and Environment that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 168 and recommend its adoption.
