Madame:

 

     Your Committee on Consumer Protection & Commerce, to which was referred S.C.R. No. 166, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE PUBLIC UTILITIES COMMISSION TO MAKE CERTAIN JUDGMENTS, CONSIDERATIONS, AND DECISIONS WHEN MAKING ANY DETERMINATION RELATING TO A GENERATIONAL ENERGY COMMITMENT FOR THE STATE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Public Utilities Commission to make certain judgments, considerations, and decisions when making any determination relating to a generational energy commitment for the State.

 

     Your Committee received testimony in support of this measure from Imua Alliance and Climate Protectors Hawaii. Your Committee received testimony in opposition to this measure from JERA Americas. Your Committee received comments on this measure from the Division of Commerce and Consumer Affairs Division of Consumer Advocacy, the Hawaii State Energy Office, the Public Utilities Commission, 350Hawaii, and Greenpeace Hawaii.

 

     Your Committee has amended this measure by:

 

     (1)  Amending the second "Be It Resolved" clause to read:

          "BE IT FURTHER RESOLVED that the Public Utilities Commission is requested to evaluate any proposal involving liquefied natural gas or other imported fuels with direct consideration of its potential effects on, or delays, to the State's statutory renewable portfolio standards, including the 2045 deadline;".

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 166, S.D. 1, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 166, S.D. 1, H.D. 1.
