COM. REP. NO. 2240-26
Honolulu, Hawaii
, 2026
RE: S.C.R. No. 163
S.D. 1
Honorable Nadine K. Nakamura
Speaker, House of Representatives
Thirty-Third State Legislature
Regular Session of 2026
State of Hawaii
Madame:
Your Committee on Economic Development & Technology, to which was referred S.C.R. No. 163, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION REAFFIRMING THE LEGISLATURE'S COMMITMENT TO PARTICIPATE AS A MEMBER LEGISLATURE IN THE PACIFIC INTER-PARLIAMENTARY ASSEMBLY,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from Pae ʻĀina Communications.
Your Committee finds that the
Pacific Islands Parliamentary Group was established in 2019 to strengthen
inter-parliamentary cooperation, facilitate the exchange of best legislative
practices, and support democratic institutions throughout Oceania. Your Committee further finds that the
Legislature has participated in the Pacific Islands Parliamentary Group since
2019. Your Committee recognizes that in
August 2025, member legislatures adopted statutes establishing the Pacific
Inter-Parliamentary Assembly as the successor organization to the Pacific
Islands Parliamentary Group and that the transition to the Pacific
Inter-Parliamentary Assembly requires participating legislatures to formally
reaffirm their membership. Accordingly,
this measure reaffirms the Legislature's commitment to participate as a member
legislature in the Pacific Inter-Parliamentary Assembly.
As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 163, S.D. 1, and recommends its adoption.
Respectfully submitted on behalf of the members of the Committee on Economic Development & Technology,
