Your Committee on Transportation, to which was referred S.C.R. No. 145 entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CONVENE A TASK FORCE TO EVALUATE WHETHER THE STATE SHOULD IMPLEMENT A DEMERIT POINT SYSTEM FOR TRAFFIC VIOLATIONS,"
begs leave to report as follows:
The purpose and intent of this measure is to request the Department of Transportation to convene a taskforce to evaluate whether the State should implement a demerit point system for traffic violations.
Your Committee received testimony in support of this measure from the Department of Transportation and two individuals.
Your Committee received comments on this measure from the Department of Customer Services of the City and County of Honolulu.
Your Committee finds that the State has experienced a significant increase in traffic incidents involving bodily injury or death. Other jurisdictions have implemented a demerit point system with graduated penalties for traffic violations to incentivize safer driving behavior and reduce repeat offenses. This measure will support improvements to public safety on the State's roads.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 145 and recommends its adoption.
