Your Committees on Education and Higher Education, to which was referred S.C.R. No. 140, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF EDUCATION AND UNIVERSITY OF HAWAII AT MANOA TO ADOPT ENERGY SAVINGS PERFORMANCE CONTRACTING AS A PRIMARY STRATEGY TO ADDRESS DEFERRED MAINTENANCE AND INFRASTRUCTURE MODERNIZATION AND IMPROVE ENERGY EFFICIENCY STATEWIDE,"
beg leave to report as follows:
The purpose of this measure is to urge the Department of Education and University of Hawaii at Manoa to adopt energy savings performance contracting as a primary strategy to address deferred maintenance and infrastructure modernization and improve energy efficiency statewide.
Your Committees received testimony in support of the intent of this measure from the University of Hawaiʻi System. Your Committees received comments on this measure from the Hawaiʻi State Energy Office.
Your Committees find that the State, and
particularly the Department of Education, faces a substantial and growing
deferred maintenance backlog that has strained traditional capital improvement
and repair approaches. Your Committees
further find that energy savings performance contracting, as authorized by law,
has been successfully used by other state entities to modernize infrastructure,
reduce lifecycle costs, and address deferred maintenance without significant
upfront appropriations. Your Committees believe
that broader adoption of this model may provide a strategic opportunity to
improve school facilities, enhance energy efficiency, and support long-term
fiscal sustainability.
As affirmed by the records of votes of the members of your Committees on Education and Higher Education that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 140, S.D. 1, and recommend that it be referred to your Committee on Finance.
