Your Committees on Energy and Intergovernmental Affairs and Transportation, to which was referred S.C.R. No. 132 entitled:
"SENATE CONCURRENT RESOLUTION URGING THE CITY AND COUNTY OF HONOLULU TO TAKE NECESSARY STEPS TO FINALIZE, PRIORITIZE, AND MATERIALIZE THE MAKAKILO DRIVE EXTENSION PROJECT,"
beg leave to report as follows:
The purpose and intent of this measure is to request the City and County of Honolulu, including the Department of Transportation Services and other appropriate agencies, to take necessary steps to finalize, prioritize, and materialize the Makakilo Drive Extension Project.
Your Committees received testimony in support of this measure from one individual.
Your Committees received testimony in opposition to this measure from the Department of Transportation Services of the City and County of Honolulu.
Your Committees find that increasing population growth in the Makakilo and greater Kapolei region, particularly along Makakilo Drive and Farrington Highway, has resulted in substantial traffic congestion. While an extension to Makakilo Drive was proposed in 2009 to alleviate the traffic issues in the region, the project has not been realized. This measure recognizes the need to improve the regional connectivity and traffic systems within West Oahu communities.
As affirmed by the records of votes of the members of your Committees on Energy and Intergovernmental Affairs and Transportation that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 132 and recommend its adoption.
