Sir and Madam:

 

     Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 99, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO GOVERNMENT,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Allow a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as a school resource officer identified by the Department of Law Enforcement or other law enforcement agency as a labor shortage or difficult-to-fill position and stationed at a public school, subject to certain conditions;

 

     (2)  Establish criteria for various agencies to use in identifying labor shortage or difficult-to-fill positions; and

 

     (3)  Require the director of human resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as school resource officers.

 

     Your Committee on Conference finds that the State is experiencing a labor shortage that makes it difficult-to-fill law enforcement positions, including those needed to serve as school resource officers.  This measure facilitates the rehiring of experienced retirants as school resources officers, thereby alleviating worker shortages, stabilizing staffing, and enhancing safety for students in the State.

 

     Your Committee on Conference has amended this measure by inserting an effective date of July 1, 2026.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 99, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 99, S.D. 1, H.D. 1, C.D. 1.
