Madame:

Your Committee on Finance, to which was referred S.B. No. 411, S.D. 2, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO CAPITAL IMPROVEMENT PROJECTS AT STATE SMALL BOAT HARBORS AND STATE PARKS,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Temporarily authorize the Department of Land and Natural Resources to engage in certain capital improvement projects at state small boat harbors and state parks without prior approval from the Legislature and Governor for existing facilities; and

(2) Require quarterly reports to the Legislature accounting for expenditures incurred for those capital improvement projects and providing other related information.

Your Committee received testimony in support of this measure from the Department of Land and Natural Resources; Maui Chamber of Commerce; and West Maui Taxpayers' Association.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 411, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
